Bug description: In this patch Cypt ferver has been redesigned so that it closes the gap between the dmg it does against a heal over time healer(ex: druid) vs a non healover time healer(ex pala).
Right now vs heal over time healers it does insane amounts of dmg - ~40% of the dk's total dmg.

Watching a mw monk arena I noticed that with festering wounds on only one target and hots rolling on him, crypt fever was proccing ~ 1 time per second. I believe the igcd should be higher.
