Brutal Slash use weapon damage, the formule in cat form is diferent than human from. Damage shown is correct.
Link minute 14:20 cat Form, minute 14:41 human form.

Just like Kpasa said, Brutal Slash (along with the majority of feral abilities) calculate their damage from weapon damage. And right now the damage values and scalling is working as intended.
