https://www.wow-freakz.com/item_finder.php?item=104495&&name=evil-eye-of-galakras 0/4 reduces cooldown of Empower Rune Weapon to 3.5 minutes, but that seems to be visual only, I have a video down below that proves the fact that after those 3.5 mins the cooldown is not yet usable. I did not test when it's actually available again, if the cd reduction is shown wrong or it just doesn't work on this specific ability. as you can see at 0:50 you can observe the fact that I cannot use the ability even if I'm missing 4 runes.

When you are having this issue, try re-equipping your trinket, that should fix it. Due to lack of proof (your link doesn't work), I will have to close this thread.
