Bug description: the ancient amber chunk does not respond to any input, and when you manually try to use the klaxxi tuning fork near it, the ingame text says you cant do that yet, neither can you see the npc inside or interact with him in any way to complete the quest.

this seems to be fixed, got access to the NPC, can continue the quest line now. Thanks alot.

i've tried a lot of times now and there is nowhere you can give in the quest, you can use the amber but the npc never spawns

I had the same problem , no Kil-Ruk the Windreaver , deleted cache , searched questhelper for a clue , only thing that rang a bell is that the tuning fork had to do anything with in(visible) , but nothing worked.
i searched whole dreadwastes for quests , nothing.

Until a few minutes ago the server crashed , and i rushed to the spot ..... and he was there, with followup quests

so for the majority of players is the whole klaxxi quest chain blocked: https://wow.gamepedia.com/Dread_Wastes_storyline

Unless you have the luck to be the first after a server restart ( tip let you fly yourself by him to Council otherwise you can't complete)
