Bug description: The Herbalism quest that allows you to obtain gathering skill rank 2 for Siren's Pollen is not available.

To confirm, this used to work not too long ago, I have rank 3 on a different character, see screenshot below:

And lastly - no i do not have this quest in my quest log. I've tried unstuck and cache clear but unfortunately the issue still persists.

After looking at your character it appears you have not completed the quest aromatic pollenator https://www.wow-freakz.com/quest_helper.php?quest=51447&&name=aromatic-pollenator which starts from looting various seirens herbs. You have to complete this quest before you can access learn from the best.

This quest is currently working.
