I have tested the Quest ''Larvae By The Dozen'' and it is un-completable, the Larvae should be Collected 12 times, however, there is no possible way you can collect them.

Confirmed.

This quest is a part of the Legion Artifact questline which can not be completed as of 8.0.1.
