Bug description: cant complete becaause Shipwrecked Sailors HP is zero and you cant kill them

Could you please provide some valid evidence of the Bug?
Also, doesn't the Quest involve ''Rescuing'' the ''Queen's Reprisal Sailor''?
I don't think the Quest requires any killing of ''Shipwrecked Sailors''
However, if you provide evidence, I could be able to assess a bit further, perhaps it is a Bug / I am not saying it isn't, there just isn't any evidence to lay my fingers upon.

No, the quest asks relieve suffering them,(means kill) 12 bodies/// You can see on the screenshot illuminated mobs that quest asks and the state of HP, so i tried to kill but no chance// and they are in the whole area that quest shows/ but i made 2 killss somehow didnt notice where/// sorry for my not perfect english, and thanks for trying to help me each time i apreciate it

Oh yeah, i found 2 mobs that you can kill.. but almost all are the same so its obviously a bug /
