Bug description: Cant ask Kadghar to build the Forge i just can righlick him the dialouge is missing.

Confirmed. Neither Karlain nor Khadgar offer an option to complete the quest.

This quest was marked obsolete by Blizzard and cannot be obtained or completed.

You can safely abandon the quest since the obliterum forge is now always available.
