Bug description: This quest is completed once you complete 4 world quests in Val'Sharah, but since you need level 110 to unlock world quests, you shouldn't be able to complete this quest and receive the chest. However, since legion invasions are available at level 98, you can complete invasion world quests, but you shouldn't be able to complete the 4/4 world quests one. I completed it on my level 106 mage after I did 4/4 invasion world quests and received the chest.
