You clearly have no idea what cl_bobcycle does. You can set the cl_bob (0.01), cl_bobcycle (0.8) and cl_bobup (0.5) to any valor that suits you the best. All they do is change the way the weapons animate when you're moving. The recoil remains the same regardless of the valor set for each individual command.

1. No, cl_bobcycle will change the area of the shooting.

For instance, cl_bobcycle 0 will make it so that the area for shooting a headshot will be at the chest area, whilst cl_bobcycle 0.8 (default) will make the headshot area at an appropriate place. Recoil does change the position and goes about 1cm lower than the original position.

2. cl_bob wasn't even mentioned and cl_bob and cl_bobcycle are not the same things. Same goes for cl_bobup.

The difference of cl_bobcycle 0 and cl_bobcycle 0.8 presented in the next two screenshots.

I played in the more than 30 Esl, Eps, Tmc, CPL's, DreamHack (DH) and more, and more...
In 90 % of them (especially in the past 9/10 years) those commands are locked - to the theirs default parameters...
Before each tournament, the organization displays a list of allowed CFG commands...

In CS:GO even you cannot change some of them...

Now, perhaps you don't know that or maybe someone else doesn't know, but this is forbidden on most servers I've played at because it messes with the recoil-based demos. Changing the default cfg is usually a no-no situation. Just saying, don't throw rocks and sticks at me
