Risking it All - Can't get it back after abandoning it

Bug description: I can't get the quest Risking It All. I had to abandon it because I thought the cutscene wasn't playing properly, and now I can't get it back. Not only that, but the cutscene starts playing randomly from time to time, but I can't progress when it finishes since I don't have the quest
