Bug description: PvP 0.75 mod isn't implemented. I reported it before but without a video of demonstration. Unfortunately, Rogue mod @Bow wasn't able to test out my assumption.

Thankfully, one of my friend agreed to help me to test it out for WoW freakz.

Proof:
The only thing that does have 0.75 mod implemented is the tooltip. But not the actual damage.

Tooltip in PvE is 85,384 over 8 sec or 85,384/4 = 21,346 per bleed
Tooltip in PvP is 64,038 over 8 sec ( 85,384*0.75 = 64,038 - correct!) or 64,038/4 = 16,009 per bleed

0:07 - As you can see damage on player is 21,345 while it should be 16,009
0:52 - Damage on dummy exactly the same 21,345

If you want to test PvP modifiers you need to go into an INSTANCED PvP zone (arena,bg).

Regardless the report is still accurate.
