[Rogue] Fan of Knives should trigger Subterfuge

Bug description: Fan of Knives doesn't trigger Subterfuge. This is wrong and causes unbalance between classes.

I know, I know...there are a lot of forum treads about this, I red them too but they are outdated since 2012.
In 2014, patch 5.4.8 Fan of Knives triggered Subterfuge.
It was a ''shadow'' fix made by Blizzard that was not mentioned in the Patch Notes.

If a rogue is ''stupid'' enough to cast Fan of Knives to trigger Subterfuge and giving away his position that's his problem.
''Hunting'' with Fan of Knives in Subterfuge is not possible.

It is unfair vs Shroud of Concealment comp, Mages with Invisibility, Druids in Prowl, Night Elves in Shadowmeld or other Rogues that use Nightstalker or Shadow Focus.

Proof Freakz: The first thing to proc/trigger when Fan of Knives hits a target are weapon enchants/trinkets. Subterfuge should be the first thing to trigger when the Rogue casts Fan of Knives.
