[DUPLICATE] Rogue - Lockboxes and junkboxes

Bug description: The above is an example -- so far all the lockboxes I have encountered as a level 60 rogue, I have been unable to open. They will be of varying skill levels, some green even, and I will get an error reading "Skill not high enough".

Image has a couple of examples, a Heavy Junkbox (green) and the Strong Junkbox linked above. I've tried numerous lockboxes and junkboxes that give this result.
