Set a cap for Concordance in rated pvp

Right now there are players who have 91 artifact traits so a lvl 40 Concordance from donation.

The problem is the proc at rank 40 is 5500 which is huge and creates an abnormal pvp enviroment.
For this reason blizz created a cap for concordance in pvp tournaments at 20 ranks :

I think it would be best for the pvp experience if that cap would be implemented here for rated pvp (They could still have max rank in nonrated pvp like skirmishes and random bgs).
