Skinning 700/700

Hello,

I can't learn skinning past 700 skill, I'm at 700/700 and can't learn 800 (legion skinning).
As you can see below, I have Rank 3 in Stonehide Lether and Rank 2 in Stormscale. Wasn't I suppose to receive Legion Skinning skill 800 when I turn in the quest Stonehide Leather Sample? Without this quest I couldn't continued the quest chain to Rank 3 in Stonehide lether?

Can a GM verified and confirm me is just an visual bug? If I unlearn skinning and learn it again, could this help?
