[Skinning][Broken Shore] NPCs missing skinning loot tables

Bug description: In order not to bloat forum bug reports with a topic for each and every NPC which doesn't have a skinning loot table, I'll sort them by zone and put them in compiled lists. Each NPC on this list is present on server and if they have additional issues (wrongly faction tag, missing loot table or having skinning table but incorrect one), I'll add additional note.
