[Stormheim][world quest] Stormwing the portals

Bug description: the portals are disabled and when i click on the Stormforged horn it says the Requires felbound portal

ps: i deleted cache, addons, party, unstuck on the server nothing worked the portals are disabled they are not active

Confirmed. I couldn't locate the portals which means I couldn't complete the world quest.
