Tier 19 Upgrade Level 0/2

Hi:

I've recently looted a Robe of Everburning Knowledge (tier 19 normal version for mage) and saw that it has a label that says Item Upgrade Level 0/2.

As in you can see in wowhead it does have the upgrade level option, each upgrade adds +5ilv up to 885 ilvl.

Is there a way to upgrade this gear? I've been looking but found nothing about the way to upgrade them. I hope this is just not a tooltip bug or something like that.

Naah, unfortunately it's just a visual bug, no way to upgrade it
