Bug description: "A few toys that cause players other than the caster to take involuntary action (such as the [Piccolo of the Flaming Fire] or [Tickle Totem]) no longer function on targets outside the instigator’s party or raid group. The [Neural Silencer] is also more effective against several of these toys."

Bug description: Tickle Totem doesn't work at all, no matter, if someone is in party or not.

Also Neural Silencer is not protecting you from Piccolo (I understand that it should acording to this patch note).

Piccolo works correctly, only on party members.
