Bug description: i try to use vial of sands and when i try i get notice with no charges remaining

Then it's not really 'known' when the item was so called "obtained" since the player that sold it, could've crafted it before BfA.

I'd say wait for a staff member to come with a conclusion. I would at least keep the item in your bag or bank - deleting it would be a waste. I'm sure there'll be a way for use to actually use the mount.
