Bug description: If my friend is the leader of the party, I should be able to enter his garrison (and wave) after I right click his portrait and select the option View Leader's Garrison. Now the option isn't available.

Confirmed.

However, please keep in mind that the Garrison system along with the whole WoD zone is not fully scripted, making it possible for various bugs to be encountered.
