Bug description: Backdraft (in instanced pvp does not work correctly). In instanced pvp you should gain 15% haste. Chaos bolt has base cast time 2.37s and with backdraft 2.33s or 2.19s (depends on stacks if there are 2 or 4 stacks of backdraft). With 15% haste it should be 2.0145s. And same problem is with incinerate it doesnt work for it too.

This is a Hotfix that has been applied on 21 February 2017 during the patch 7.1.5. It was never reverted and it seems that initially it would work but something changes midway. The tool-tip (while being in arena) shows a correct value.

I can confirm it. I tested it today. It is as you're saying.
Putting it simple, if a Chaos Bolt has a 2.35 sec cast-time, after casting a Conflagrate (in an arena) it should have a 2 sec cast-time (2.35 *0.15= 0.35 / 2.35 -0.35= 2) but the current cast time after casting a Conflagrate is 2.17 sec and after casting 2* Conflagrate it's 2.34 sec and by the third one it has the base duration of 2.35 sec.

However, non-pvp combat instances seems to be alright (regardless of how many times the user had cast Conflagrate).
Unless there is a global pvp debuff, this is not working as it should. I'll research this more and if it's not bugged I will reject it.
