Bug description: Sometimes refreshes itself without casting conflagerate. I can't recreate it perfectly, but it will go back up to 4 stacks for no apparent reason even after casting incinerate or chaos bolt.

Confirmed.

Backdraft duplicates stacks if you spam cast Incinerate/Chaos Bolt during the GCD caused by Conflagerate, from what I could tell.
