Edit - The quest work and the npc is spawned if you talk to Zidormi to take you back to the Undercity before it was destroyed in the Battle of Lordaeron.

It seems that the dungeon is not working properly, summoning the headless horseman does not work.

We can't get into Vashj'ir so we can't complete this. This achievement is needed to complete whole Halloween achievement.

Any idea how to solve this so we can earn Achievement?

I think the event needs full rework, a lot of things don't work. Like pumpkins that need to be reset every year.

The quest Warchief's Command: Vashj'ir! as well as Hero's Call: Vashj'ir! are not implemented.
These quests are necessary to get to Vashj'ir and complete this achievement.
