In general, the 2 shining races for each faction have been the Humans, and Orcs. Why? Because humans have an extra trinket, and Orcs have a racial that increases attack power, this means that Swifty wannabes can add the Orcs racial to their one shot macro and reign supreme. Banter aside Orcs do have a very strong Racial. I would say undead could be useful but in closed pvp cannabilism and touch of the grave aren't really that great, they also have Will of the Forsaken but these do no outshine the Orcs sheer burst potential.

TLDR : Orcs cuz things go boom boom.

Well to be honest it depends on your class.....personally i believe that the troll Racial is over powered for Casters.....Mages and Ele shaman and even Boomkin to a degree....that haste that it gives you on such a short cooldown is insane.

For hordes, as Gambit said, the caster-popular racial is the troll one, which gives you haste for a short duration. That basically means a mini-bloodlust, which if you're
a boomkin or an elemental shaman, is pretty awesome. This racial also works pretty well in combo with an actual bloodlust in PvE.
The orc racial, which gives you attack power for a short duration, is the choice to go with melee classes. Especially rogues and warriors, since they are keen on bursting down
their opponents. Also, orcs have a reduced duration of stuns on them, which is a good advantage in PvP especially.
Another decent choice for a racial is the blood elf one, which in some cases can serve as a good burst of resource (energy, runic power, etc) to put in a quick burst of damage
to your opponent, and it also comes with a spell interrupt. Pretty neat.
Undeads have the ability to steal life from opponents on an attack or spell. The reason why that is not so great, is that it does not proc 100%, although it has a fairly often
proc chance, and the amount of health returned is practically useless. Their other 2 racials, cannibalism is fine if you're a no-selfheal class. For example if you're in the arena and you kill
one of your opponents, you can eat their corpse up (haven't tried it yet, but according to game mechanics, it should work). And the other racial, which removes Fear, Sleep and Charm, is
pretty nice for CC removal, especially now when it doesn't share a cooldown with your PvP trinket (at least I think it doesn't).

The other horde racials are practically useless in PvP, maybe except the Tauren's War Stomp, which stuns for 2 seconds, which may be used as an additional spell interrupt, but that's about
it.

And this is the main reason why legion is more populated on horde faction.
