Bug description: This spell is rank 4 for the rogue tree order class hall, is allowed to transform those npc (wowhead link) into those one (wowhead link). Actually the npc didn't change, we still have bandits instead of defias thieves. So we don't have the chance to pickpocket an item.

Fixed. Keep in mind that the upgrade is NOT retroactive. Only NEW troops will be converted
