Burning seeds aren't bugged. We haven't spawned them yet because they were added during patch 5.2. We are running on patch 5.4.8, however we are still in phase 1 of our development plan which equals to patch 5.1. Once we release phase 2 - Throne of Thunder, burning seeds will also be spawned.
