Why monks have to hight miss chance on hit ?

Please check the below image .... -snip- I have no idea why normal attacks have too hight miss chance ? I have max hit cap on special attack. Is it bug ?

That's the soft hit cap, aka 2550 (7,5%). The dual wield cap would be at 26,5%, but don't go that far. As long as you can't miss special attacks, it's perfectly fine.
