[Vashj'ir] Sea Legs and SeaHorse

Bug description: This buff, which should be among the first zone spells players get in Vashj'ir, doesn't work. It should work pretty much exactly like the 1k needles buff, except for more zones and subzones and a different name. Even worse, there are zones where the Seahorse (or heck, Poseidus) cannot go, even though they are still underwater. There are also some small zones where players (notably horde ones) can die from fatigue, even though it should not be the case. The small are south of Nespirah and above Legion's Rest is affected, and a small zone just outside Legion's Rest also affects players. This is basically the only spot in Vashj'ir where one can die of fatigue.
Proof: Try using the seahorse in the Abyssal Depths or in the Ruins of Vashj'ir (near the ground level, above a certain height, you can safely mount for some reason).

Work on getting that to work, and maybe THEN Vashj'ir will actually an acceptable questing zone.

I already did, and have both. The fact of the matter is that past a certain depths, and some areas of Vashj'ir YOU CANNOT USE IT THERE. The whole Abyssal Depths zone does not allow it (but somehow allows ground mounts like raptor or flying mounts) and the "seafloor" level of the Shimmering Expanse does not allow it either (but oddly enough, if you get to the middle terrace of the Ruins, it becomes available again, weird).

My only mode of "transportation" in those instances was to use the Sea Turtle, which provides only a small swimming buff.
