I complete the Domination Point quest before by turn on the signal Fire, is the next chain quest is Rise of An Empire?? but somehow i can't get the quest from General Nazgrim, or maybe there's something else i should do before get the quest???

i don't know the hord side questes, but for alliance quests it is required to fix a scenario for the remaining quests...
most of the fixed quests have problems with map (displaying objectives in map are rarely working) , and it's nearly impossible to complete the quests without wowhead... but it's not the problem, the real problem is that i don't think pirinush can fix a scenario, or shocker or rageless have enough time for this...

should be standing there and holding some reptile by neck , seems like hes phased out or something , that problem didnt happen a month ago when i was finishing a quest at him and getting another one with another char

@Pirinush quest Rebuilding the mallet should work or not(idk if any npc should give me quest or automatically appears)?? i can't take any more quest, i completed until The Head and The Harmonic Oinment

I couldn't find a lot of information regarding the quest Rebuilding the mallet so I haven't scripted it yet, I think I will skip it and go ahead with the quest The Bell Speaks.
