Bug Description: It is possible to make the trinket proc from Sap or Mass Resurrection;

Some proof it shouldn't from Sap? This is just a random spell, it probably procs from a lot more because of "when your ATTACKS hit". Doesn't say anything about requiring damag, etc

Yes, of course. I've did a bit of digging and I've found that it should proc from harmful abilities and spells, and melee/ranged abilities and swings. No ICD.

So it should proc only from harmful abilities and spells, and melee/ranged abilities and swings, and it should NOT have an ICD.
Currently it has a 10 sec ICD as we can see here: Item - Attacks Proc Agility and Voodoo Gnomes

What does "harmful" mean exactly?

I've searched http://www.wowdb.com/ regarding this trinket's proc vs Sap, showed me this: http://www.wowdb.com/spells/138939-item-attacks-proc-agility-and-voodoo-gnomes

• Player deals auto attack (white) melee damage
  
• Player deals special (yellow) melee damage
  
• Player deals auto attack (white) ranged damage (with a bow, etc)
  
• Player deals special (yellow) ranged damage (with a bow, etc)
  
• Player casts a harmful spell

The only definition of the term "harmful" was here (link 1) and here (link 2). So basically, a harmful spell/ability is a spell/ability which does damage or applies a debuff.

Regarding Sap, I have read lots and lots of pages but no clear statement as to it being considered a "harmful" spell/ability. Sap is a melee ability, but it applies a physical-type debuff, so yes, I believe it is considered harmful.

Long story short - Sap SHOULD proc the trinket. The fact that it will summon 3 gnomes to screw up the CC is just a design oversight by Blizzard, who didn't think that a rogue might want to use this trinket in PvP, but it would screw up a CC.

The only bug here is that it has a 10 sec ICD (when it should not) and it should not proc from Mas Res, but only from HARMFUL spells/abilities.
