I think procs aren't affected by downscale at all, just static item stats Thinking

Fixed, item spells (both on use and on equip procs) now correctly downscale in PvP.

Small mention though: the item you mentioned https://armory.freakz.ro/item/96785 is no longer affected by downscale, because as mentioned on the site, we increased the downscale limit to ilvl 550 (prideful ilvl)
