I've seen it on Ordos as well, you shouldn't be abel to cast it on enemy targets.

That comes from your storm earth and fire spirit and not yourself. You can also buff the bosses with the stats buff the same way

Confirmed.
If you cast Zen Sphere / Legacy of the Emperor while Storm, Earth, and Fire is out you apply them on the Enemy.
