Bug description: Runaway Shredder Captured, still not completed!
Proof: this quest must work like videos in wowhead site(From WoWGnGP on 2016/06/16):

but still not work and not completed. This quest is chain quest:
7.Runaway Shredder!
8.The Captain's Logs
9.Up a Tree
10.Defend the Gates!
11.Arborcide

The quest that you posted is working just fine. Damage the npc till 15% then enter the NPC and you get quest credit, go and turn in the quest afterwards.

For the rest of the chain quest make a separat bug report for each one so I can fix them individually based on importance

Fixes will be live only after a server restart !
