There is no rule about this at the rules, firstly as I see it is mainly romanian so I don't understand why I can't write in my language?

The topics (and the majority of this forum) are in Romanian because the rule was introduced not long ago (A WoW zone announcement clearly states that your posts should be in English on this side of the forum). As for talents, the majority of UHDKs go roiling blood - lichborne - conversion - blood tap - desecrated ground whereas Frost DKs tend to pick death pact and plague leech (or unholy blight) over conversion and roiling blood.
