Bug description: It does the complete opposite. It gives you -12% Haste.

All haste related bugs have been fixed, closing all related reports (Character sheet now correctly updates, Cooldown reductions are visible in tooltip, etc). As a note, I'd like to mention, that the spell itself was still working as intended, only the Character Panel and UI elements didn't get updated).
