Bug description: wind shear does not interrupt the shaman's spell cast when used on enemy target. It is supposed to work like the stop-cast macro, but without the macro

Here, i included shadow priest silence as well to show you it works the same way. It might be a general issue for all caster interrupts

Fixed it in a general manner (spells that have Interrupt effect will now cancel the ongoing cast and will succeed)
