[FIXED] [Demon Hunter][havoc] Fel Barrage stacks vs arena preparation

Bug description: When you enter the preparation part of the arena you should always have 5 stacks of Fel Barage so you practically start the arena with full stats.
Right now, if let's say, in open world you have 1 stack and queue pops and you join, in arena preparation you continue to have just 1 stacks.
That shouldn't happen... you should always start with 5 stacks.

This is correct , in fact every spell with stacks or spells in general that work like fel barrage should start with max stacks .
