Bug description: The quest is not scripted.

After i complete the q ,dident unlock the next quest http://www.wowhead.com/quest=37730/the-headmistress-keys , the quest is working fine but after i complete same issue with the next next quest -> http://www.wowhead.com/quest=37469/the-tidestone-shattered , the NPC dont have the quests.
