Bug description: Khadgar should give this quest, at location 49.6, 26.8 . He currently does not give the quest, which is a very simple killing quest. =/ Rewards a blue too.
Proof: Check your link. There is no npc that starts this quest.

Keep in mind this quest becomes available at the same time "On the Brink" does, meaning after "Still Alive" is turned in. ^.-

Note that the "swarm" of Withered has stopped, and that Khadgar and other dragons that are not listed in "On the Brink" will assist you during that phase (Khadgar throws some exploding mana spheres or something). =/
