Bug description: This quest should be available after finishing 2 previous quests: https://www.wow-freakz.com/quest_helper.php?quest=34401&&name=arcane-essence and https://www.wow-freakz.com/quest_helper.php?quest=34404&&name=crystals-of-unusual-power, however NPC which gives quest isn't spawned.
