Hmm..
Locks in arena usually also have https://www.wow-freakz.com/spells.php?spell=219272 (wowhead link) that increases absorb regeneration by 1% of max HP every second.
in pvp it's 0.5% HP per second..

So let's say a lock in arena does 100k dps on a single target and has 3M HP .. than his shield regen should be 10k +15k = 25k per second

if the regen is to big than either :
https://www.wow-freakz.com/spells.php?spell=219272 (wowhead link) regens for 1% in pvp instead of 0.5% and/or
https://www.wow-freakz.com/spells.php?spell=219272 (wowhead link) takes into account 10% of all damage done instead of single target damage..
or there's something else -

Both were happening - fixed both (Demonskin grants 0.5% per sec in pvp, and soul leech - with or without demonskin - now only takes single-target damage into calculation)
