[FIXED] [Death Knight][Frost] Icecap's cd reduction

Info = Icecap (wowhead link) simply reduces time on Pillar of Frost (wowhead link) by 2.0 instead of 1.0

maybe it's considering critical with both weapons ? or maybe it's the right form of it ?

Possibly both weapons are considered. will add an ICD of 200 milliseconds... that should fix any issues with proccing more time than it should
