[FIXED] [Monk][Windwalker] Transfer the power, general problem

Bug description: I reported in this bug report earlier today: https://forum.wow-freakz.com/REJECTED-Monk-Windwalker-Transfer-the-power-t463378.html
and indeed I was wrong, the buff is applied by both blackout kick and rising sun kick. What I noticed, however, is that if the target I use BoK/RSK on dies to the ability (Is the killing blow) I dont get a stack of the buff. I guess I just didn't notice this with blackout kick since RSK mostly oneshots mobs at my current level.

Proof: Well I guess this picture doesn't show much, but I used a rising sun kick on a mob and KO'd him, and didn't get the buff as you can see on the upper-right corner of my screen. You can see from my action bar that I just used RSK and from my combat log that it killed the mob.

Btw the buff icon from transfer the power has the same icon as fists of fury.
