Info= Regarding to Rapid Decomposition (wowhead link), Death and Decay (wowhead link) should generate 1 runic power every 1 second as long as you are within your own Death and Decay (wowhead link) that already casted

1. But it generates 1 runic power every 1 sec without considering if you are in or out of your Death and Decay (wowhead link)
2. Also 15% more damage (more often) doesn't seem to work for it, I casted it about 5 times but no damage increase
