[FIXED] [Rogue][Outlaw] Grappling Hook while rooted

Bug description: They can use Grappling Hook while rooted just like the havoc demon hunter jump and vengeance demon hunter jump.... i wonder how many bugs like this are out there?!
Proof: Was in arena happened so quickly...couldn't take screenshots

Survival hunter harpoon too. But if you are rooted the spell should fail but it doesn't go on cd right?

I told you once, I don't care if you are salty because you lost, these kinds of questions are unnecessary. When you see one, report it, and I'll fix them all but try to remain objective, and focus on what matters.

@Foxed yeah, it should not let you cast it, so it does not go on cd. will fix that too please create a new post for that one so I don't forget. no proof needed this time
