I'm from Romania and I'll visit Sofia for a week - 22 may - 29 may- any recomandations for restaurants, nice bars ???
I was last year in Dobrich and didn't saw any bulgarian speaking english .... -

Hey mate, Sofia is an entirely different place.

It really depends what you are after, but I would suggest you skip the usual tourist trips and locations (Free Sofia tour and so on) so you don't get to meet up the elderly Japanese and German groups.

Also- avoid Studentski Grad, its a part of town cramped with dead cheap bars and student dorms.
For a night out- try Mixtape, Bar Petak, Terminal 1, Rock'n'Rolla (kinda boring but still cool), Lorka.
Also, most of the hip crowd gathers at the ''Crystal garden'' in the evening: http://www.sofia-guide.com/attraction/the-garden-infront-of-crystal/

You can grab a decent bite at any of the Happy Bar and Grilll chains for about 15-20 EUR per person.
Visit Borisovata Gradina and the City Garden at the Vasov theater ( again young crowds and various street vendors/venues): https://en.wikipedia.org/wiki/City_Garden_(Sofia)

Be weary of taxi drivers( fare should not exceed 5-7 eur even during peek hours) and don't be afraid to ask for directions/assistance in English, most people under 40 will be able to answer.
Parks/Central locations have free Wi-fi available.
