hey guys!
i have a question regarding an item that drops in pandaria
the item is this one https://www.wow-freakz.com/item_finder.php?item=86577&&name=rod-of-ambershaping
as you see it says it cannot be used on certain targets and what i want to know is if it means it cannot be used on players or it cannot be used on players above lvl 94.
To summ it up:it should be used on players or not?
EDIT:i did a little research and i found out you shouldn`t be able to use this item on players but on our sv you can actually do it,it is a 7 seconds stun on players
P.S:this is the reason of this topic,to figure out this item because players use it in world pvp and it doesn`t even have that 5 minutes cd

it shouldn`t work on players but last time i checked on the server it did!, i fought a rogue for 30 minutes and he kept on using that item on me stunning me with that fking item over and over again,...
