[REJECTED] Able to start two more artifact research notes

Bug description: Today I've got my "last" artifact research note but before learning it from the bag I tried to start another research and I've managed to start another research. I don't think I'll be able to increase the AK level and I don't care about lost order resources but it would be nice to add a rule so you won't be able to start another research if you have you AK at level 24 and a research note in your bag.
I was able to start two more research notes but I only had 738 order resources and started only one.

I am not sure how it works on retail, but the description of the artifact research note tells you that it is useless at level 25.

So for "stupid" people who can't read the description you also need the option to research another note
if these people intend to delete their 25th note xD.

Ok, I think you can't delete artifact items, but still i'd say this does not need a fix if people think what they do^^.
